A tribute in the Toronto Star, June 8, 2022 says, "A consummate professional, friend, disarming, trustworthy, ethical, honest, mentor, adviser, skilled negotiator and a true gentleman who cared about people". Throughout his career he received many awards, including the Queen Elizabeth II Diamond Jubilee Medal, June 2012, in recognition of Cecil's contributions to municipal government in Canada.

In honouring Cecil's wishes cremation has taken place and at a later date internment at Oakwood Cemetery, Wainfleet, Ontario.  In lieu of flowers or donations please simply go out into the world and be kind and helpful to someone daily.
